Peace Plaza Catenary Light Foundations: All eight foundations for the catenary light poles have been drilled. The foundations will hold poles 24-28 feet tall that will support wire-strung lights across Peace Plaza.Peace Plaza: Once underground electrical and plumbing work is completed, sidewalks will be re-poured.
South Alley: The gate in the south alley was removed.
1st Avenue North: Pavers are starting to be installed on 1st Avenue, working from Center Street south toward Peace Plaza.
North Alley: The gate in the north alley will be removed this week.
1st Avenue North: Installation of pavers will continue on 1st Avenue. A ground thaw unit is keeping the ground thawed and workable as temperatures turn colder.
Enhanced Lighting: The Heart of the City team is working with Spectrum to install additional lighting throughout the construction area this month. Rochester Day Center/Warming Center Consolidating Operations: Starting Friday, December 4, 2020, the Day Center will return temporary, emergency operations back to the Mayo Civic Center. The Rochester Community Warming Center located at 200/204 4th Street SE in Rochester is closed as of December 3, 2020.
DMC Annual Program: DMC’s annual meeting is taking on a virtual format this year. A video program will be broadcast online on Thursday, December 10, 2020 at 4:00 p.m. and will be immediately available for later viewing. Access the program here.

Peace Plaza Catenary Light Foundations: Seven of the eight foundations for the catenary light poles have been drilled. Work on the south side of the plaza is complete and the drill rig has moved from to the north side. Peace Plaza Scrim Pool: Work on the scrim pool is complete for the season, so crews are working to prep the pool for winter weather to ensure the pipes do not fill with water and/or freeze.
1st Avenue South: Installation of the pavers is now complete on this section of the block. Additional trees will be planted in the spring.
1st Avenue North: New ribbon curbs have been poured, and weather-proof tents are being placed on top to help ensure the concrete cures.
1st Avenue North: Work will continue installing the snowmelt system, as well as the pavers on the west side of the block.

1st Avenue South: Pavers are being installed along the east side of 1st Avenue South, working from 2nd Street toward Peace Plaza.1st Avenue North: Six more trees are onsite and ready to be planted. Four will be planted just north of the Marriott driveway and two more on the north side of the block.
Peace Fountain/Scrim Pool: The scrim pool slab and all troughs have been poured and the pool is ready for water proofing in the spring.
1st Avenue North: 1st Avenue North is starting to take shape, with ribbon curb being poured the week of November 9.
Peace Plaza / Catenary Lighting System: Work has begun preparing the eight foundations for the catenary lighting system. A vacuum is removing dirt from the holes, and starting the week of November 9, a drill rig will be mobilized to dig more room for the poles. The foundations will hold poles 24-28 feet tall that will support wire-strung lights across Peace Plaza.

1st Avenue South: Crews are now working on subcutting the dirt to make room for aggregate and insulation under new concrete. On Friday, October 30, a concrete strip (also called a buffer strip or apron) were installed along the buildings on the east side of the block, which will go under the pavers. 1st Avenue North: The trees on the west side of the road have all been planted and the road is prepped and ready for ribbon curb to be poured the week of November 2.
Peace Fountain/Scrim Pool: The scrim pool slab was poured Friday, October 30. The pour stretched 125 yards and took 506,000 pounds of concrete. Upon completion, a total of 1,215,000 pounds of concrete will be used in the scrim pool.

1st Avenue South: Snow melt system installation and the street sub-surface concrete pours are now complete. 1st Avenue North: The trees on the west side of the road have all been planted and the silva cells (tree boxes) have all been filled in the southeast corner of the block.Peace Fountain/Scrim Pool: Installation of piping in the scrim pool is now complete. The pipes will supply water to the fountain, push it out and over the pavers, and then recirculate it in and around the pool.
Snow removal: With snow in the forecast this week, here are guidelines for snow removal:
- We request that no salt or sand is used on the sidewalk or areas within the Heart of the City project site. Salt can negatively impact the recently planted trees, compromise new concrete, and erode pavers. Once the project is complete we will have snow melt under the street and sidewalk take care of these issues.
- For any near future snow events, Kraus-Anderson will take care of snow removal around the construction site.
- We are still discussing snow removal procedures for this upcoming winter season. We will provide updates as those decisions are made.

1st Avenue South: The paver work in the tree room areas has been completed from 2nd Street to Peace Plaza. Trees will be added to the east side of this street at a later date. The sub-surface concrete pouring that will be below pavers in the street began this week. 1st Avenue North: The trees on the west side of the road have all been planted and trees have arrived for the east side of the road.
Peace Fountain/Scrim Pool: This week the interior of the scrim pool was backfilled with sand in order to enable all of the underground piping to progress. This work is planned for the next week, at which time the forming for the scrim pool slab will begin. We are targeting the pouring of the scrim pool slab by the first week of November.

Snow Melt System and Pavers: Crews started installing the snow melt system and pavers. They started at the 1st Avenue / 2nd Street intersection and are working north towards Peace Plaza. Scrim Pool: The last pour for the walls of the scrim pool is now complete.
Peace Fountain Foundation: The foundation for Peace Fountain was poured. The fountain remains in storage and will be cleaned and refurbished before it’s reinstalled on the plaza.
Trees: Eight more trees have been delivered to the site and are being planted on the north end of the project site on 1st Ave. SW.

Scrim Pool: Crews continued on the forming work for a concrete pour next week in the scrim pool. Trees: Lighting is being installed for the trees, and more treeboxes are being installed on the north end of the site.
Tree Planting: The next group of trees will be unloaded and planted on the north end of 1st Avenue starting Tuesday, September 29.
Snowmelt and Pavers: Work will continue on the snowmelt system and installing pavers.
Phasing / Business Outreach: Troy Dale, project superintendent, will be stopping by businesses on the east side of 1st Avenue to address the next phase of the project and how business access will be maintained.
Wayfinding: New, larger wayfinding signage was installed around the site on Thursday, September 24 and Friday, September 25.
Rochester Downtown Alliance Updates: The Rochester Downtown Alliance (RDA) is working on a parking reimbursement program that will be in effect through October. More details to be released.
RDA, Rochester Area Chamber of Commerce, and Choo-Choo-Ca-Chew have launched a new program to create a central, online location for updated restaurant information. What You See: Progress This Week
Treeboxes: Bolander continues to prepare the land for the installation of more treeboxes. Paver preparation: Crews prepared to start installing pavers on 1st Avenue South next week.
Chateau Theatre Meeting: The Chateau Theatre invites Heart of the City businesses to join an upcoming meeting on Thursday, September 24, 2020 from 11 a.m. – 12 p.m. to discuss navigating through construction and COVID-19. The meeting will take place at the Chateau Theatre and through Zoom by RSVPing to [email protected].
Olmsted County Grant Notifications: Olmsted County is pleased to announce the grant recipients for the small business and nonprofit grant programs. The recipients will be notified by the end of the week of September 14 and once that notification occurs, those details will be shared on the Olmsted County website. Find more information here.

Tree Planting: Planting trees on the east side of 1st Avenue was completed Friday, September 11. Then, crews can start to assemble the finished streetscape, including grading, insulation and snowmelt tubing.The next round of tree installs is expected in the next couple weeks.
9/8/2020:
Fourteen Regal Prince Oak trees have arrived to the Heart of the City site and are being planted along 1st Avenue SW. A total of 101 trees are set to be planted throughout the project.
We chose columnar species as they work well with the density we are planting them and as potential mitigation from crows perching above people. The city will be trimming the lower limbs when it is safe to do so for the tree (pruning can only occur certain times of the year). Dense urban trees are known to draw more people into areas they are planted. Heart of the City phase one was designed to have ample/beautiful street trees and in this case we are also expanding walkability and seating that will encourage more people to come to the Heart of the City.
The trees are planted in soil cells, also called tree boxes. Soil cells are used to ensure the health of trees in urban areas. The use of them reduces soil compaction in urban planting that can otherwise be detrimental to tree growth and health. Soil cells allow for us to use a soil type that is also better for stormwater management as it can absorb and filter the stormwater that is being diverted from the sidewalks and street before it goes into the storm sewer system, and ultimately, the Zumbro River.
Center Street Closure: The intersection of West Center Street and 1st Avenue NW/SW will be closed to east/west traffic and turns from West Center Street onto northbound 1st Avenue NW. Southbound traffic on 1st Avenue NW will be able to turn right onto westbound West Center Street. This planned closure will be in effect until September 14, 2020.
City of Rochester Update: The City of Rochester’s License Grant Program, which provides grants to local business license holders in the areas of liquor businesses, massage therapy, taxi cab franchises, and trade and contractor businesses, is still available. As of September 3rd, there were still $290,000 left in CARES funds which can be distributed. The new deadline to apply is September 11, 2020 at 5:00 p.m. There are approximately 110 businesses that would qualify who have yet to apply. A utility assistance program administered by Rochester Public Utilities will offer 50 percent off of qualifying small businesses’ utility bills up to $5,000. The deadline is October 16, 2020.

Utilities: A major milestone: With the connection of water service to the Wells Fargo building, all deep utility work at the Heart of the City is complete.2nd Street Reopened: 2nd Street opened on Friday, August 21. The parking lane on the north side of 2nd Street SW from Broadway Avenue to 1st Avenue SW will be closed to allow a space for pedestrian access around construction activities. Two-way traffic is open through this area.
Scrim Pool: Footings have all been poured for the scrim pool.
1st Avenue Ribbon Curb: Ribbon curb is being poured on 1st Ave. SW. This is a critical step forward. Once it’s poured on both sides, trees can be planted and pavers can be installed.
Keep It Local Grants: The City of Rochester has approved up to $225,000 in CARES funding to support small business through a second round of the Keep It Local Grant Program. The grant application is now open. The maximum grant amount is $10,000. Apply through the Rochester Downtown Alliance here. 2nd Street Reopened: A major milestone: 2nd Street is now open. The parking lane on the north side of 2nd Street SW from Broadway Avenue to 1st Avenue SW will be closed to allow a space for pedestrian access around construction activities. Sitework and Utilities: Water main and storm sewer were installed on 1st Avenue.
1st Avenue Treeboxes: The treeboxes have been installed in 1st Avenue and now, material is being placed on top of them.

Sanitary Sewer Connection: Sanitary Sewer connection was made on Center Street. Street closure had been planned for Monday-Friday, but the job was completed in time for the street to open two days early on Wednesday.Scrim Pool: The below grade piping was completed last week.
Treebox Installation: The installation of treeboxes on the east side of the block on 1st Ave. SW is nearly complete.
2nd Street Paving: Concrete was poured from Broadway to the crosswalk at 1st Avenue SW.
North Broadway Sanitary Sewer Project Reopened: A lane in each direction is now open on North Broadway Avenue from 1st to 3rd Street NW. Find more information on the project here.
2nd Street Paving: The intersection of 2nd Street and 1st Avenue SW is expected to be poured next week. Targeted reopening date is August 24.
Scrim Pool: Footing forms are going into the hole and are anticipated to be poured next week.

Rochester International Airport (RST) Update: RST announced Monday new non-stop service between Denver International Airport (DEN) and RST. The service begins October 1, 2020.

Scrim Pool: Great progress was made on the Scrim Pool in Peace Plaza, with return piping laid and started forming footings. Treebox Installation: More progress was made on the installation of treeboxes on 1st Avenue NW. These are similar to milk crates and provide structural capacity for soil and trees. The treeboxes will allow the roots to grow through and also provide support for the sidewalk and curb.
2nd Street Paving: Concrete has started to be poured on 2nd Street.
2nd Street Paving: Paving crews will move toward the 1st Avenue intersection with plans to reopen 2nd Street August 23.

Rochester Downtown Alliance Updates: The Rochester Downtown Alliance (RDA) has distributed a survey for feedback on its annual Summer Sale. If you did not receive a link to complete the survey, contact Karli McElroy at [email protected].
The RDA recently released statistics from the Clean and Safe Ambassador Program’s first month. For example, ambassadors disinfected 1,428 pieces of infrastructure.
The RDA is working to promote the American Express Shop Small program, where Amex customers can spend $10 at a small business and get a $5 credit up to 10 times.

Scrim Pool Prep: Now that the installation of storm sewer in Peace Plaza is complete, the fountain contractor is onsite to subcut the area. It’s removing dirt to make room for the scrim pool’s foundation. This is a big step toward putting Peace Plaza back together. Olmsted County Update: The Olmsted County Board of Commissioners will vote Tuesday on its designation of CARES Act Funding. Of $19.1 million, it plans to designate $5 million to economic support for organizations affected by COVID-19: $4 million for small businesses and $1 million for non-profit organizations.

Peace Plaza Storm Sewer: The installation of storm sewer in Peace Plaza is now complete. 2nd Street Concrete Prep: 2nd Street was prepared for concrete to be poured next week.
2nd Street Reopening: 2nd Street SW between S. Broadway Ave. and 1st Ave. SW is anticipated to reopen August 23. The rest of 2nd Street SW, from S. Broadway Ave. to Civic Center Drive, is expected to reopen August 15.

Mask Mandate Webinar: The Rochester Area Chamber of Commerce is hosting another Path Forward webinar on Wednesday, July 29 at 3:00 p.m. Topics will include the parameters of the new mask mandate in Minnesota, how, when and if to engage with law enforcement, and tips and tools to help customers understand the mandate’s importance.Mask Distribution: Rochester Ready will be receiving reusable cloth masks. They will be distributed throughout the community and to businesses that have made the Rochester Ready pledge.
Additionally, The Rochester Area Chamber of Commerce still has masks available to distribute to businesses. It is also receiving 146,000 more masks from the State of Minnesota and will be hosting distribution events after they are delivered.
Experience Rochester Information Booth: Experience Rochester is operating an information booth on the west end of Peace Plaza, near the Gonda Building.
CARES Act Funding: The Rochester City Council has approved a plan for investing $5.1 million dollars in Coronavirus Aid, Relief, and Economic Security (CARES) Funding. Some of the projects and initiatives include economic recovery for small businesses, Civic Center repositioning, non-profit support, and COVID-19 response for diverse populations. Pedestrian wayfinding: White Space is working to create additional fence signs facing the Galleria that have more directional arrows. Other signs will be posted near the new information booth on Peace Plaza. They are expected to be ready early next week.
Mayo Clinic Update: Mayo Clinic is seeing an increasing number of patients from across the country return to the Rochester campus for appointments. It is helping patients prepare for their visit with extra information on how to travel safely during the COVID-19 pandemic, the Rochester Ready initiative, and how to use Mayo Clinic concierge services.

What You See: Progress This WeekSanitary Sewer: A big milestone this week: Sanitary sewage work has been connected to the siphon project across S. Broadway Ave. This means all of the building services on 2nd Street will be able to be connected into the permanent pipe and send it toward Broadway Avenue. Peace Plaza Equipment Vault: The vault was waterproofed up to its lid and backfilled halfway up the walls.
Alley Work: Minnesota Energy continues work in the alley.
Peace Plaza Equipment Vault: The top of the vault will be waterproofed and then temporary sidewalk will be poured over its top. This means the sidewalk will again make a full loop around the East side of Peace Plaza.
Removal of Jersey Barriers: Jersey barriers along the East side of 1st Avenue SW will be removed and replaced with chainlink fencing, making room for the treeboxes to be installed and trees to be planted.
Storm Sewer: More stormwater pipes will be installed on 1st Ave. SW heading toward Peace Plaza at which point work on the scrim pool can begin.
Rochester Ready Update: Rochester Ready has expressed its support of the City of Rochester’s new citywide face covering requirement in indoor public spaces. It updated the Rochester Ready pledge for businesses and is reprinting posters to reflect the change, which are expected to be ready for distribution early next week. Partner organizations are also working on producing additional education video and materials on mask-wearing and other safety measures.Pedestrian wayfinding: Yellow fence caps have been installed on top of the chainlink fences surrounding the pedestrian walkways. Additional signage has been installed throughout the project site and in the skyways.

Peace Plaza Equipment Vault: The vault’s lid was poured Wednesday, July 1.Alley Work: Minnesota Energy has started work in the alley.
Peace Plaza Equipment Vault: The vault will be waterproofed next week and backfilled so that the temporary sidewalk can be poured back toward the end of the week.
Sanitary Sewer: The siphon project across the street will provide a connection to their work next week. At that point, all of the building services on 2nd Street will be able to be connected into the permanent pipe and send it toward Broadway Avenue– a big milestone.

What You See: Progress This Week
Rock Trencher Finishes Work: The rock trencher completed its work on Tuesday, June 9.
Drill Rig on Site: The drill rig is onsite installing vertical pipes into the rock to stabilize the 36″ storm pipe which will take water from the Kahler Hotel and Gonda Building. In order to construct the vault, this pipe had to be stabilized in order to prevent the joints from breaking apart during heavy rain events.
Sanitary Pipe Installation: Sanitary pipe installation continues on 1st Avenue. SW heading toward the 2nd Street SW intersection. The trench box sits on rock and the rock trencher already came through and carved a 3′ wide groove through the rock to now install the pipe.
Peace Plaza Equipment Vault: Existing storm retention was completed on the Peace Plaza equipment vault.
Peace Plaza Equipment Vault: Work will continue with installation of underground utilities, completing waterproofing slab work, forming and pouring the base, and forming walls.
Sitework and Utilities: A utility crew will be working from Broadway Ave. to the west starting Monday, June 15.

COVID-19 Sidewalk Cafe Expansion Grant: Rochester Downtown Alliance announced a new grant program in response to the Mayor’s amended emergency order regarding bars and restaurants during the COVID-19 pandemic. This grant is aimed at assisting downtown bars and restaurants during this time with fixtures, furniture, and equipment (FFE) for additional outdoor pedestrian space through expansion of street-level sidewalk cafes. The maximum amount of grant funding a business may receive is $2,000. What You See: Progress This Week
Rock Trencher Continues Work: The rock trencher has been successful at the project site since it began last week. It “trenched” down 1st Ave. SW from Peace Plaza to 2nd Street SW in less than a week. Starting next Tuesday, it will work on 2nd Street SW starting from S. Broadway Ave. and moving toward 1st Ave SW. View a video about the rock trencher and its work at Heart of the City here.
S. Broadway Ave. Lane Shift: A lane shift on S. Broadway Ave. between 1st and 3rd Streets SE/SW is in effect. Southbound traffic is shifted into northbound lanes, with one travel lane in each direction. This is expected to be in effect until approximately June 3rd, at which point both lanes will be shifted into the southbound lanes for approximately four weeks for a Public Works project. Both lanes will be shifted back into the northbound lanes for another four weeks for the public works project before returning to normal traffic patterns.
Mayo Clinic Update: Erin Sexton, director of community engagement at Mayo Clinic, provided an update related to patient activity. The Rochester campus has been seeing an increase in patient activity in the past couple weeks, with patients from all 50 states scheduling appointments. She added that Mayo Clinic is finding that patients want to see consistent, visible signs of safety and sanitation procedures both at Mayo Clinic and at hotels, restaurants, and stores, such as people actively cleaning spaces and signage detailing cleaning protocols.Clean and Safe Ambassador Program Update: The cleaning component of the Rochester Downtown Alliance’s Clean and Safe Ambassador Program is set to launch July 1. What You See: Progress This Week
Rock Trencher Begins Work: The rock trencher was mobilized last week and began work this Tuesday. The rock trencher is a unique piece of equipment and was selected because of its ability to increase production and shorten the construction timeline. To date, the trencher has done its job: in three days, it has completed approximately 190 feet of trench through about 6-7 feet of rock. The original production rate was anticipated to be 10-20 feet per day.
You will also notice that the grinding associated with this machine is much quieter than the hammering associated with traditional methods. Though the noise may be unpleasant, the team is achieving its goals of reducing the timeline and minimizing the noise associated with this work. View a video of the rock trencher here.
Upcoming Announcements
Pedestrian Access – 2nd Street Intersection: There may be increased congestion over the next five weeks at the intersection of 2nd Street SW and 1st Ave. SW (see map below – designated with red cloud shape). In order to assist with this period, we are committed to assisting pedestrians in way finding to reach their destinations. In addition to way finding signage posted throughout the site, we will have an individual stationed at the intersection to assist pedestrians and the project team will keep businesses informed of upcoming changes.
S. Broadway Ave. Lane Shift: A lane shift on S. Broadway Ave. between 1st and 3rd Streets SE/SW is in effect. What You See: Progress This Week
Rock Trencher Arrival: The rock trencher arrived onsite Wednesday and was assembled in order to begin work Monday, May 18 (see picture on the right). It will begin on 1st Ave. SW.
Sitework and Utilities: Installed sanitary sewer in Peace Plaza and installed storm sewer on 2nd Street SW.
New flexible walkways: Two new flexible walkways are being installed Friday, May 15: One across 1st Ave. SW between the corner near Lasker Jewelers to the Wells Fargo entrance, and one across Peace Plaza between Wells Fargo and Primp Boutique. (see pedestrian map below).
The walkway across 1st Ave. SW between Salute Wine Bar and Primp Boutique will not be accessible next week as the rock trencher begins work in that area.
S. Broadway Ave. Lane Shift: Starting Thursday, May 21, southbound traffic on S. Broadway Ave. will be shifted east, between Center Street and just past the project site on 2nd Street SW. This lane shift will be in effect for about eight days.
COVID-19 Safety Supplies: The Rochester Strong App announced it will be updating the app with information to help businesses find COVID-19 related supplies, such as hand sanitizer and masks. What You See: Progress This Week
Peace Plaza waterline: The waterline was installed in Peace Plaza and the connection to Chateau Theatre will be made the evening of Friday, May 8.
Preparation for Rock Trencher: Crews dug a sub cut down 1st Ave. SW in preparation for the rock trencher’s work (see picture on the right.) The rock trencher will carve a trench down the road for the sanitary sewer to be placed in.
Sidewalk Reopened: The sidewalk in front of the Chateau Theatre is open again.
Rock Trencher on Site: The rock trencher will be brought on-site May 11 and takes about a week to set up. The trenching work could begin May 18. (see picture on the left for an example of what the machinery looks like.) The rock trencher will accelerate the rock removal process and is not as loud as other alternatives. What You See: Progress This Week
Water Service Connections: The Marriott/1st Ave. SW water main and the Chateau/Peace Plaza water main will be connected Friday, May 1 at 5 p.m.
Marriott Temporary Drive: Paving of the temporary drive at the Marriott hotel was completed Thursday, which means public traffic and construction activities are now separated from one another.
Good News – University Square Sanitary Manhole: There was going to be intrusive sanitary work at the front entrance of University Square. However, a solution was discovered to re-use an existing manhole at University Square. This is good news, as it will save about one week of work and no longer requires the digging of another 14-foot hole at the entrance of University Square. The sanitary line along Peace Plaza will be installed sooner than anticipated.
Water shutdown in 100 1st/Odd Fellows Building: Water will be shut down in the 100 1st Ave. SW/Odd Fellows building either May 7th or May 8th as part of work to remove the Marriott watermain connection. 2nd Street Flexible Walkway: The flexible pedestrian walkway at 2nd Street SW and 1st Ave. SW will be installed Monday, May 4.
1st Ave. SW Flexible Walkway – North Side: The flexible pedestrian walkway on 1st Ave. SW on the north end of the block will be poured next week and opened for use May 11. (This will connect the west side of Peace Plaza near Lasker Jewelers to the other side of 1st Ave. near Wells Fargo Bank.)
Rock Trencher on Site: The rock trencher will be brought on-site May 11, and could begin trenching May 18. (see picture on the left for an example of what the machinery looks like.) The rock trencher will accelerate the rock removal process and is not as loud as other alternatives.
City Loop Project Begins May 4: Phase One of the City Loop construction begins on May 4 to improve bicycle safety and access in downtown Rochester. Construction will begin with curb and gutter and pedestrian ramp work along 3rd Avenue SW and 4th Avenue SW from 6th Street SW to Civic Center Drive NW. Find project details here.

What You See: Progress This Week
Removal of Peace Fountain: Peace Fountain was successfully removed and placed into storage. It will be restored and reinstalled in Peace Plaza. The Heart of the City design team is working with the Charles E. Gagnon Museum to understand the original intent of the fountain and to maintain Charles Gagnon’s vision for his work.
2nd Street Closure: 2nd Street SW between 1st Ave. SW and S. Broadway Avenue was closed Monday, April 20 and will remain closed through late summer. Sidewalks are still accessible. Starting May 4, pedestrians will also be able to cross 2nd street at the 1st Ave. SW intersection. This closure accommodates improvements to the deep utility and sewer, supporting the continued growth of Rochester.
Waterline completion: The waterline was completed from Peace Plaza to 2nd Street SW. This allowed crews to create the temporary turnaround solution for vehicular traffic at the Marriott Hotel and dock access that will remain in place for the duration of construction.
Upcoming AnnouncementsWater Main in Peace Plaza: As work on the water main under Peace Plaza continues, access to the sidewalk in front of the Chateau Theatre will be restricted April 27 – May 6. A flexible walkway will across 1st Ave SW at Peace Plaza will be installed April 24.
Sanitary Structure in Peace Plaza: Excavation for a new sanitary structure under Peace Plaza will affect portions of the East side of Peace Plaza approximately May 11 – June 12.
Scrim Pool Vault Excavation: The vault that will serve water service for the new scrim pool at Peace Plaza will be located on the East end of the plaza close to Luxe and Chester’s. Crews plan to work on the excavation from May 4 – July 3.
Business Forward Updates
Curb-side Pick-Up Site at Victoria’s: There are now five parking spots that are available for additional retail and food pick up signs marking designated parking for picking up carryout at the North end of 1st Ave. SW.
Alley Access: With the closure of 2nd Street SW between 1st Ave. SW and S. Broadway Ave., construction managers are working individually with businesses and delivery drivers who need access to the adjacent alley. What You See: Progress This Week1st Ave. SW Water Main Install: Crews started the installation of the water main on 1st Avenue SW at 8’ down from grade.
Peace Plaza / 1st Ave.: Crews completed Peace Plaza foundations and removed the Experience Rochester information kiosk and plaza lighting.
Peace Fountain Removal: Crews have disassembled Peace Fountain and moved it offsite for refurbishing. The fountain will be reinstalled in Peace Plaza at a later stage of the project. The Heart of the City team thanks Arlyn Gagnon and the Charles E. Gagnon Museum and Sculpture Garden for their support of the fountain’s refurbishing and its important presence in the Heart of the City.
Construction crews will continue to practice best social distancing techniques needed to ensure effective and safe conditions for construction. In a continued effort to support local businesses, Kraus-Anderson continues to update the site phasing and circulation plan to best accommodate pedestrian and vehicular traffic within the site.
Site fencing is completed. Additional wayfinding signage will be added to the fecning once stay-in-place orders are changed.
Temporary lighting is installed at the site to provide additional visibility for pedestrians.
Traffic barriers are being adjusted to better accommodate turn-around and drop-off at the Marriott Hotel.

Heart of the City Project Offers Opportunity During COVID-19 Pandemic
Construction Set to Begin on April 13
The first phase of Destination Medical Center’s Heart of the City public realm project, a renovation of Peace Plaza and surrounding areas, is set to begin construction April 13, 2020. Moving forward with the project will utilize local businesses and promote employment in a challenging economy. The new design will create active, engaging experiences for residents, visitors and patients in the heart of downtown Rochester, Minnesota.
Heart of the City Phase 1 is focused on the redevelopment of three areas in the heart of downtown Rochester: East side of Peace Plaza, 1st Ave. SW between 2nd Street SW and W. Center Street and the adjacent alleys. The updates will provide enhanced safety measures, including curbless streets, and provide greater accessibility for people of all abilities. Movable seating options will allow for a variety of public programming. The addition of more trees as well as interactive art displays and water features will create a family-friendly space to gather in the downtown area.
To prepare for construction, traffic barriers will be placed on 1st Ave. SW between 2nd Street SW and W. Center Street and on the East side of Peace Plaza on Monday, April 6, 2020. Pedestrian access will be maintained to all businesses within the construction zone. There will be vehicular access to the Marriott Hotel valet and Mayo Clinic loading area.
The upcoming construction also includes a collaboration with Rochester Public Works to replace and realign the sanitary sewer from under the Shops at University Square and 2nd Street SW between 1st Ave. and S. Broadway Ave. This provides additional capacity for continued development and supports long-term maintenance of the sewer system. Traffic barriers will be placed on 2nd Street SW between S. Broadway Ave. and 1st Ave. SW on Monday, April 20, 2020 in preparation for the sanitary sewer replacement.

“As Rochester and the rest of the nation deal with the impacts of the COVID-19 pandemic, Destination Medical Center is working collaboratively with various community organizations to assist with economic stability in Rochester,” said Lisa Clarke, executive director, DMC Economic Development Agency. “Advancing the Heart of the City project is one way to achieve this in the short term.”
“Heart of the City construction will create jobs, support many local businesses and help sustain the local trades industry. This project and others within the DMC district will be important for Rochester’s economic recovery,” said Rochester Mayor Kim Norton.
Project leaders are working with construction manager Kraus-Anderson to determine which phases of construction can be accelerated in the coming weeks while many businesses in Rochester remain closed. Additionally, project leaders are assisting businesses that remain open during the pandemic to meet their needs.
Safety is a top priority on the Heart of the City construction site. Kraus-Anderson has implemented stringent social distancing and other elevated safety protocol on construction job sites, details of which can be found here.
Heart of the City Phase 1 construction will implement DMC’s Business Forward Strategy, developed in partnership with the City of Rochester, Rochester Downtown Alliance, and Rochester Area Chamber of Commerce. This means decisions will be made throughout the construction process to prioritize and accommodate businesses’ and customers’ needs. For example, contractors will provide clear paths to businesses, ample lighting and wayfinding signage and consistent sound and dust mitigation. Additionally, project leaders plan to introduce new public programming to keep the plaza active during construction.
